And what is nice as that when a section goes on-line it is fully equipped to defend itself via remot operator. So the only active security necessary is at the build site. After that, it is a self-protecting deal... as it gets built, the INS folks get to concentrate in smaller areas and pick up more illegal entries until the system connects to border crossing areas that would be separate stations for full inspection. By the time you get that far, the INS folks are available to do multi-lane inspection so that *nothing* comes in uninspected on the roads. The *excess* INS officers can then start the hard job of tracking down those already here illegally.
