(in-ep-toc'-ra-cy) - a system of government where the least capable to lead are elected by the least capable of producing, and where the members of society least likely to sustain themselves or succeed, are rewarded with goods and services paid for by the confiscated wealth of a diminishing number of producers.

Fornicalia Special Elections & Pursuit Question:

Fornicalia residents are voting today, Tuesday, on six propositions, numbered 1A through 1F. They are essentially ALL scams to squeeze cash out of Fornicalia taxpayers so that Sacramento politicians can waste MORE of it. Bottom line?

VOTE NO ON ALL PROPOSITIONS.

Even Prop 1F: vote NO. It doesn't go far enough.

Residents of other states: if this crap starts here in Fornicalia, it's coming soon to your state, if not there already. Scrutinize your propositions very carefully; the trend is now to squeeze in tax hikes couched under the guise of "making up" for the current budget deficit.

YOU ARE THE WATCH COMMANDER:

You are the Lieutenant or Watch Commander for the police department on whose shift your officers are conducting a pursuit. Watch the pursuit video here for background information, first.

You are responsible for the actions and conduct of the officers on your shift.

After watching the above video, you will have some decisions to make. I would like you to make your decisions not necessarily on what you think the policy is for this particular department, but instead on what you personally believe is proper or improper conduct for officers in your area.

Your decisions should consider:
  • How was the pursuit itself conducted?
  • Would you have allowed the pursuit to continue and, if not, at what point would you have ordered the pursuit to cease?
  • Once the suspect exited the vehicle and took leg bail, then decided he couldn't jump the fence in time to escape officers and gave up, was the response of the initial contact officer appropriate? Was the application of force, in your opinion, acceptable, borderline, or egregious?
Consider also, as you must, that you realize this video will appear on your local media.

Now, read the full article here, and also here. Then:

What are your decisions with regard to this officer, and why?

BZ

P.S.
Another local and recent pursuit for you to view; this time a drunk chick fled and received the PIT. Check it out.

Commendation for the officer in his restraint. (Personally, after putting several of my officers and civilians in danger, I woulda just shot the guy. Saves on court costs.) Commendation also for the dog handler who didn't let Rex have an afternoon snack.

Charge the officer with the flashlight for a new flashlight.

Pass law stating that fleeing from an officer is a felony, and the person(s) fleeing shall be treated as armed, dangerous, and firing at pursuing officers (making return fire permissible).

(yes, I'm a little cranky. people who flee are putting everyone around them in danger.)

I concur with the fleeing issue: make it a felony, no misdemeanor, no wobbler; felony only in every application. Period.

I watched the 'kick' several times looking for a reason... unfortunately, I can't find one; at least not from a camera angle of 5000+ feet elevation. It appeared the ‘kick’ was an unnecessary use of a size 11 boot. In an otherwise flawless pursuit, that was an error in judgment in my opinion.

Additionally, the suspect did the only reasonable thing he could do to avoid lead poisoning, and though he certainly deserved an ass whoopin', it is not the responsibility of the officer to issue justice; merely apprehend and deliver him to one who does. Oh for the good ol’ days when people knew better than to try the police.

Gary: in SoCal, you simply and ALWAYS have to ASSUME that some media helo is hovering above EVERY pursuit. It's a "given" -- and yet, Fornicalia cops still seem to forget.

BZ,
Thankfully, I never had a pursuit of mine filmed by a media crew. Additionally, I was disgusted with the editorializing by the "reporter."

Until an investigation is conducted and all the evidence is in, we won't know what this case was all about. I'm tired of the rush to judgement by the public and media that victimizes police.

I know that the police aren't as popular as some, but they do deserve a fair shake. The police are our protrection. They should be allowed to protect themselves.

I can't count the number of times I took concealed weapons off suspects. I never relaxed until I had a suspect completely under my control. Outsiders will have no clue what happened until all the information is known.

Sorry. The guy was red lighted in El Monte, not a top neighborhood, ran in a high speed chase (85 isnt all that bad for chases in LA, hell its almost doing the speed limit) finally aprehended in Pico Rivera another less than good neighborhood. A cop in those neighborhoods is extremely likely to draw a hosyile crowd and probably get shot at from the crowd. The guy deserved MORE than a kick to the head, he's lucky he didnt get a severe lead induced headache.
I guess thats why I'm not a cop I'd spend far more time on "administrative" duty waiting for them to go thru the shooting investigation than on the street.

Heat of the moment, much like a crime of passion...

In the OLD DAYS that son of a bitch would have been *tuned up* big time... These are NOT the OLD DAYS and you are, regretfully, in California...

It's all moot... The libbers in Cali are gonna crucify the cops and award that scrote several million dollars, think Rodney King...

PS, it's really easy to see who has and hasn't been on the street...

I did vote NO on all 'taxing' propositions..We Californians are over-taxed as it is...
As to the police-I tend to side w/ them most of the time...
I remember -as a kid- being told that - if one tries to run from officers of the law-one would be shot---exp. if one is in a car...

Looks like you all stood up and spoke out!! The new tax hikes got shot down it seems except you all put a freeze on the governors and those in the government's salaries!! ;0) Great job California!!

I too side with the police. I actually have a great respect for them. Sorry, but while they aren't perfect 100% of the time, it is sad a few jerks that may be out there tend to represent the whole due to the lapdog, liberal media.
The MSM does this with Christians too. We are all like Fred Phelps and the abortion clinic bombers you know. They have done a great job of stereotyping us.

The answer to one question tells it, one way or the other, "Would he have kicked the kid in the head if he knew he was being filmed?"

If so, if gaining that shock and control was necessary to bring this situation to a safe conclusion, then I am ok with it.

If not, if he just took a shot because he wanted his own revenge for the pursuit, then it was wrong. Understandable, but still wrong.

The end was a little on the heavy handed side, but within acceptable limits. If you run and don't get away, expect to pay a price, you have just given the police no reason at all to believe in your 'good intentions'. The perp is lucky to come out of it alive.

I voted "no" on all.

As for the officer, I withhold judgment. Just don't know enough about the facts and circumstance around the pursuit.
