Obviously, the Hon. James David Manning, PhD is a racist with this observation. In my opinion,
however, Dr Manning makes a clear explanation regarding the two types of certificates.

In CA we used to issue an abstract of birth I got this from LA County years ago when I asked for my birth certificate. The certificate of live birth contains the exact same information as the abstract of birth. BUT the passport office only approved my passport for one year and said I HAD to present a long form birth certificate for them to renew it for a greater period of time.
